FIELD SIZES AS FOLLOWS:

Small-sided fields are approximately 60 yards long and approximately 40 yards wide.
The goals are to be approximately 6 feet high by 18 feet long. If small sided field is
shared with another size field, the small sided fields will be painted in orange.
Mid size fields are approximately 70 yards long and approximately 50 yards wide. The
goals are to be approximately 7 feet high by 21 feet long.
Full size fields are 90 to 120 yards long and 50 to 70 yards wide. The goals are to be 8
feet high by 24 feet long.
All goals must be anchored before the start of each game.

GOAL KEEPERS AT U9 & U10:

There must be a minimum of two different goalies and each goalie is to play a
maximum of one-half of each game.

PROOF OF ELIGIBILITY:

All coaches are required to have an OYSA Team Roster and Player Cards with Photo
signed by the club’s registrar validating the birth date of each player.
All coaches will present their team’s players’ cards to the officials.
All officials are required to line up and call each player forward to validate photo to
athlete.
WYSA players can only be assigned to one team.
Classic players are not allowed to play on any WYSA team.

OFFICIATING:

The home club is responsible for scheduling the game referee.
All officials will govern by the rules of FIFA, and the WYSA rules shall take precedence.
All referees shall have passed the written exam administered by the USSF.
All referees must be a minimum of two years older than the age group of the teams.
Should the appointed referee fail to meet these criteria or if the scheduled referee fails
to show up, then the visiting team has the right to select and appoint a qualified
referee.

DISCIPLINARY ACTION:

Referees must report all red cards to the club referee coordinator or other designated
club official.
All red cards and club disciplinary actions must be reported to the WYSA Judiciary
Board and to the Presidents of the affected clubs.
Any player receiving a yellow card must be substituted from the game until at least the
next substitution time.
Any player or coach receiving a red card must leave the field and parking lot and
he/she will receive a minimum of a one game additional suspension.
Players or coaches receiving a red card for using profanity either by word or sign
against other players, coaches, spectators, or referees will receive a two game
suspension.
Players or coaches receiving a red card for making threatening gestures against other
players, coaches, spectators, or referees will receive a two game suspension.
Players or coaches receiving a red card for fighting before, during, or after the game
shall receive up to a four game suspension.
Players or coaches receiving a red card for pushing or striking any coach, referee, or
official shall receive a one-year suspension.
Coaches or team volunteers who make threatening gestures or use threatening or
profane language to players, coaches, referees, officials, or spectators shall be
disciplined as follows:
  
    o First time:  A letter will be sent to the offender and to the club. The
                        offender is placed on probation.
   
    o Second time: The offender shall be suspended for up to 1 year.
  
    o Third time: The offender will be suspended for up to life.
  
    o Fighting: The offender will be suspended for life.


COMMON RULES FOR ALL AGES

PLAYING TIME:

Eligible players are to play a minimum of one half of each game barring injury, illness, or
disciplinary action.

UNIFORMS:

All players must wear their team colors as designated in the WYSA bylaws.
In the event two teams are wearing the same colors, the home team shall switch to
white or opposing colors.

OVERTIME:

None allowed.

AGE:

Older players may not participate on a younger age team without written waiver by
WYSA.
The cut-off birth date is 8-01-XX.

EQUIPMENT:

Soccer shoes are highly recommended.
o Shoes cannot have a front toe or metal or sharp cleats.
Shin guards are required and must be worn under socks.
Jewelry is not allowed, except, medical identification/religious symbols may be worn
and taped underneath the player’s jersey.
Casts and hard splints are not allowed.

OFFSIDE:

The offside rule is to apply to all age groups U-9 and older.
Players may be an "offside position" as long as it does not impact play of the game.

FAIR PLAY (Formerly known as the Blow Out Rule):

All coaches shall honor the spirit of the recreational game and any team leading by
five goals must make adjustments to attempt to even the play.
Suggestions to achieve this goal:
o Rotate players to unfamiliar positions.
o Require your players shoot only from outside the 18 yard box.
o Put “conditions” that must be met before a shot, such as:
o Requiring multiple passes.
o Shooting left footed only. (Right for left footed players).
o Crosses for headers.
o Adding a player to the field for the non-leading team is a good option.
o Removing a player from the field from the leading team is not an option! (WYSA
does not want playing time taken away from players.)
Use your good judgment to make sure the game is fun for all players on both teams.

CONDUCT:

All players, coaches, volunteers, and parents are to accept referee decisions without
comment or gestures.
o Penalty will be a yellow card for initial violation, red card and ejection for a
subsequent violation.
The referee shall prohibit un-sportsmanlike conduct including swearing, derogatory
speech, hitting, or deliberate attempts to injure another player.
o First violation shall be a yellow card.
o Subsequent violations shall be red carded.

FIELD ORIENTATION:

Spectators are to be on the opposite side of the field from the players and coaches.
No spectators, players or coaches may occupy any space along the goal/end line of
the field.
No spectators, players or coaches may occupy any space along the side/touch line
within 18 yards of the end line.
Spectators, players, and coaches must maintain a minimum 4-foot space from the
side/touch line.

CHARGING THE GOALIE:

Any goalie with one or both hands in contact with the ball while inside of the penalty
area is to be protected.
Charging the goalie is defined as any incidental or deliberate contact.
o Incidental contact is awarded a yellow card and the defense is given an indirect
free kick.
o Deliberate contact is awarded a red card and the offensive player is ejected
from the game.
The defensive team is issued a direct free kick from the point of the penalty.
Any goal scored when the ball is kicked while in contact of a goalie's hand is to be
disallowed.
This rule shall apply to all WYSA regulated games.

SUBSTITUTIONS:

All subs will be sent to the center line; allowed during a dead ball and with
permission of the referee.

SLIDE TACKLES:

Slide tackles are allowed at U13 division and older.
o The penalty for a prohibited slide tackle is an indirect kick.
As a special note, WYSA will require that all slide tackles come from a forward angle.
o The penalty for an illegal slide tackle will be a direct kick from the point of
infraction and a yellow or red card, as appropriate.

COACHES RESPONSIBILITIES:

Only a single coach is allowed to vocalize directions to the team.
Coaches are responsible for the behavior of their players, parents, and volunteers until
all have left the site of the game.
To show respect toward the officials, coaches are asked to shake the referees’ hands
prior to the beginning of the game.
To show respect toward the officials, coaches are asked to have their players shake the
referees’ hands after the game.
